I
S ecial Ci Council Minutes I
P tY
August 15, 2017 '
Page 2 of 3 i
-----------------------------
Ms. Malecha informed the Council that the City might not retain ownership II
of the Highway 371 road turn backs in the spring of 2018 as originally
planned due to miscellaneous work that may be needed on the project.
MnDOT may need to retain ownership until November 1, 2018 which
could result in the monetary obligation of$4,600,000 not being released
until January 2019.
Council Member Akerson asked for further explanation. Ms. Malecha
explained that she received an email from MnDOT stating that minor
roadway completion, seed and turF work, and potential erosion issues that
would come up in the spring would need to be addressed before the
release of the roads.
Council discussion ensued regarding the new release date for the road
turn backs and the ramifications on the City's planned projects.
The consensus of the Council directed Nancy Malecha to write a letter to
MnDOT stating that the City requests the road turn backs by May 1, 2018
and if this timeline cannot be met, the City is unable to accept the road
tum backs until May 1, 2019.
Council Member Swanson inquired whether there will be a delay in the
construction of the maintenance building because of the potential
postponement of the road turn backs. Nancy Malecha stated that
depending on the cost of the project the City may be able to use other
funds to float the project until we receive the tum back monies.
MAYOR ADAMS MOVED TO ACCEPT THE 2018 PRELIMINARY
BUDGET WITH THE ADDITIONAL COST FOR HEALTH INSURANCE
PREMIUMS. COUNCIL MEMBER AKERSON SECONDED THE
MOTION. MOTION CARRIED 5-0.
4. Capital Financial Plan
Jason Murray from David Drown Associates discussed the summary
report regarding capital improvements and water 8 sewer rates analysis
for the City. He recommended keeping the Capital Financial Plan as is for
now and make adjustments as needed. Mr. Murray explained the tiered
rate schedule for water and sewer that will comply with the Minnesota
Department of Natural Resources conservation rates.
Council discussion ensued regarding the summary report presented by
Mr. Murray.
