Special City Council Minutes <br /> August 15, 2017 <br /> Page 2 of 3 <br /> ----------------------------- <br /> Ms. Malecha informed the Council that the City might not retain ownership <br /> of the Highway 371 road turn backs in the spring of 2018 as originally <br /> planned due to miscellaneous work that may be needed on the project. <br /> MnDOT may need to retain ownership until November 1, 2018 which <br /> could result in the monetary obligation of$4,600,000 not being released <br /> until January 2019. <br /> Council Member Akerson asked for further explanation. Ms. Malecha <br /> explained that she received an email from MnDOT statir�g that minor <br /> roadway completion, seed and turF work, and pafiential erosion issues that <br /> would come up in the spring would need to be addressed before the <br /> release of the roads. <br /> Council discussion ensued regarding the new release date far the road <br /> turn backs and the ramifications on the City's planned projects. <br /> The consensus of the Council directed Nar�cy Malecha to write a letter to <br /> MnDOT stating that the City requests the road turn backs by May 1, 2018 <br /> and if this timeline cannot be met, the City is unable to accept the road <br /> turn backs until May 1, 2019. <br /> Council Member Swanson inquired wheth�r there will be a delay in the <br /> construction o�the maintenance building because of the potential <br /> postponemerrt of the road turn backs. Nancy Malecha stated that <br /> depending on the cost of the project the City may be able to use other <br /> funds to float the project urttil we receive the turn back monies. <br /> MAYOR ADAMS M01tED TO ACCEPT THE 2018 PRELIMINARY <br /> BUDGET WITH THE ADDITfONAL COST FOR HEALTH INSURANCE <br /> PREMIUMS. COUNCIL MEMBER AKERSON SECONDED THE <br /> MOTtON. MOTION CARRIED 5-0. <br /> 4. Capital Financial Plan <br /> Jason Murray from David Drown Associates discussed the summary <br /> report regarding capital improvements and water & sewer rates analysis <br /> for the City. He recommended keeping the Capital Financial Plan as is for <br /> now and make adjustments as needed. Mr. Murray explained the tiered <br /> rate schedule for water and sewer that will comply with the Minnesota <br /> Department of Natural Resources conservation rates. <br /> Council discussion ensued regarding the summary report presented by <br /> Mr. Murray. <br />
