Economic Development Commission Minutes <br />May 16, 2017 <br />Page 2 of 3 <br />----------------------------------------------------------- <br /> <br /> <br /> <br />Ms. Courteau explained the process of aid to construction in communities. She noted <br />that common options communities are considering is to divide the cost among <br />businesses utilizing this service or cities incurring the cost. <br /> <br />Sheila Haverkamp questioned if there would be an additional take rate. Mr. Perkins <br />clarified that this is already calculated in the aid to construction amount. <br /> <br />Ms. Haverkamp questioned if a franchise fee could be implemented to recoup the <br />investment for the City. Ms. Courteau noted that she would look into this and report <br />back to the Commission. <br /> <br />Commission Lubke inquired about how the Monticello project was funded. It was <br />noted that the City of Monticello decided to become their own phone company and <br />provider which required significant funds for start-up to do the project correctly. <br /> <br />Chair Jurchen noted that TDS is a good and appreciated employer. The possibility of <br />business infills along with the potential revenue this project could generate is a small <br />investment for the City with a quick return. <br /> <br />Commission Sjoblad questioned how long the construction process would take. Mr. <br />Perkins stated approximately 90-120 days and he will strongly advocate to keep <br />things expedited. <br /> <br />4. Potential Development South of Business Park <br /> <br />Commission discussion ensued as to how to engage the City Council on the fiber <br />optic cable project and the ideas for potential development south of the Pequot Lakes <br />Industrial/Business Park. <br /> <br />The consensus of the Commission agreed to proceed as follows. <br /> <br /> Commissioner Lindholm will inform the City Council, at their June 6th <br />meeting, of the fiber optic project and ask for a consensus and directive to <br />proceed. <br /> The EDC will have a fiber optic project recommendation for the July City <br />Council meeting. <br /> The EDC will inform the City Council, at their July meeting, of potential <br />development ideas south of the Business Park and create a timeline for their <br />consideration. <br /> <br />5. TCI Economy Task Force Update <br />
