Planning Commission Member Hallan stated he doesn't believe changing a window or a <br /> water heater should require a permit. <br /> Council Member Pederson stated there are several older homes in Pequot that need to <br /> be refurbished. A young couple could purchase one of these homes and redo it as they <br /> can afford it. Adding permit fees could deter it. <br /> Planning Commission Member Habein stated he agrees with Council Member Pederson <br /> not needing permits and time limits for inspections. It takes away from our freedom. <br /> Planning Commission Member Norton stated people who don't have the ability to build <br /> their own home rely on the inspector that their home was constructed safely. <br /> Mr. Sadusky stated it is naive to think just because contractors are supposed to build to <br /> code,that they do.When asked if a private home owner in a location without Code <br /> enforcement could contact him to inspect their home,Mr. Sadusky stated they could. <br /> When asked,for property damage caused by wind storms,the insurance companies <br /> generally pay for the permits. Mr. Sadusky stated that cities enforcing the State <br /> Building Code pay less insurance than those without;they get better ISO ratings. <br /> Planning Commission Member Wallin stated the need to adopt the entire code is tying <br /> the City's hands by not being able to change portions of enforcement. <br /> Chair Engels stated Pequot Lakes is going through a lot now with the road construction. <br /> He is in favor of the building code,but it might be a little early to adopt. <br /> Planning Commission Member Wallin stated adoption takes away our ability to make <br /> common sense decisions. He is not in favor of it at this time. If the population goes <br /> over 2,500 it can't be repealed. New construction permit fees are not an issue,but older <br /> homes needing a permit for everything you want to do increases the costs. <br /> Mayor Adams pointed out 3 new businesses in town. First, Barajas took months to open <br /> to get up to code. Second,the former ice cream parlor needs a health department <br /> permit and there is no history of inspections of the building. That is 2 economic effects <br /> on our community.And third,the new bakery didn't install the correct fan. The <br /> Building Code isn't slowing down building in those towns with the Code.
