City of
Pequot
SPECIAL MEETING—STATE BUILDING CODE
Agenda Item: 3
Background Information: Through the Thriving Communities Initiative
process community feedback received has indicated a need for quality housing in
Pequot Lakes. The City Council requested the Planning Commission to revisit the
adoption of the State Building Code and make a recommendation to the Council.
The Planning Commission discussed this matter at their April 20th and May 18th
meetings and requested a Special Meeting with the Council to receive
information and invite public comment.
A reoccurring concern of the Planning Commission is that by adopting the State
Building Code with its additional costs will suppress building activity in Pequot
Lakes. The following table was created comparing both new construction and
remodel/additions with the City of Breezy Point who does enforce the State
Building Code. The information for 2017 is through mid-June. An accurate
analysis is difficult as Breezy Point has a much smaller business footprint and
Pequot Lakes does not issue permits for interior remodeling.
2014 2015 2016 2017
BP PL BP PL BP PL BP PL
Residential-New
Construction 11 11 15 17 14 17 6 0
Residential-Additions 35 15 10 17 31 9 15 6
Commercial-New
Construction 3 4 0 1 1 2 0 0
Commercial-Additions 6 2 6 2 2 6 3 0
Total 55 32 61 37 51 34 24 6
Kevin Mealhouse, our Regional Building Official with the State, provided the
attached "Code Adoption Guide"for your review.
Pequot Lakes Staff Report 3-1
July 20,2017
