M <br />IN CONCLUSION <br />• The state did not fix their issues. They are still anticipating a deficit for the <br />next biennium in the $4 -$5 billion range. <br />• Local government aid and county program aid were reduced to the <br />previously reduced amounts, we anticipate future reductions. <br />-Some communities will be affected more than others in future aid cut <br />impacts. <br />• The county has approved a preliminary levy of (2.37 %). This reduced levy <br />will help soften the overall taxation, however, tax shifts related to market <br />value exclusion are unavoidable. <br />• Cities will have a greater impact than the county or school district on their <br />local taxpayers, in the high combined taxing areas. This is simply due to <br />their % of total combined tax rate. Therefore, tax increases for taxpayers in <br />these communities will more closely follow the cities impacts related to <br />market value exclusion and levy decisions. <br />• We must all do our part to provide high quality services in our <br />ommunities, while keeping the cost to our constituents as low as possible. <br />CROW WING COUNTY <br />BRAINERD, MIv 56401 <br />5 <br />
