Planning Commission Member Habein asked who monitors the building inspectors to <br /> be sure they are inspecting what they should be. <br /> Planning Commission Member Hallan pointed out that the Building Code also covers <br /> remodeling. <br /> Chair Engels stated he doesn't feel the City is in a position to adopt the State Building <br /> Code. Affordability could hurt the City more than do the City good. Some people won't <br /> be able to do repair projects if they have to pay permit fees. <br /> Planning Commission Member Hallan stated he is in favor of adopting the State <br /> Building Code;building inspectors catch a lot of the mistakes. <br /> Planning Commission Member Wallin stated local control will be taken away when the <br /> Building Code is adopted. There will be added fees for repair projects that need to be <br /> done, such as window replacement. New construction should be held to that process, <br /> but the Building Code includes remodeling and repair projects. He further stated he <br /> would be cautious to adopt the State Building Code. <br /> Planning Commission Member Mortenson stated he believes the State Building Code <br /> should be enforced. He has worked many years in the building trades. There are a lot of <br /> handymen that shouldn't be doing what they do. <br /> Planning Commission Member Hallan stated adopting the State Building Code will limit <br /> some people from building,but it has its advantages. <br /> Planning Commission Member Wallin stated he is in favor of having a process of <br /> inspection without being tied to the Building Code. We could hold to the standard of the <br /> State Building Code. That would give the City the teeth to inspect. <br /> Planning Commission Member Hallan asked if that would give the inspector the right to <br /> enter the property. <br /> Chair Engels stated he owns several rental properties. If it is going to cost him more to <br /> make repairs he will need to pass the costs on to the renters. <br /> It was the consensus of the Planning Commission to notify the City Council they are at a <br /> stalemate: 3 in favor, 3 opposed and 1 undecided. There have been no comments <br /> received from contractors,businesses or others. A workshop should be scheduled for <br /> the City Council to receive information and invite public comment. Members of the <br /> Planning Commission who can attend will attend. <br />
