April 26, 2017 WIDSETH <br /> SMITH <br /> NSOLITING <br /> Brainerd/Baxter <br /> 7804 Industrial Park Road <br /> Honorable Mayor and Council Members PO Box 2720 <br /> Baxter.MN 56425-2720 <br /> City of Pequot Lakes <br /> 4638 County Road 11 218.829.5117 0 <br /> in <br /> Pequot Lakes, MN 56472 218829.2517 <br /> BrainerdOwsn.us.com <br /> RE: Proposal for Downtown SE Quadrant Storm Drainage Study WldsethsmlthNultingcom <br /> Honorable Mayor and Council Members: <br /> Widseth Smith Nolting (WSN) is pleased to submit our proposal to provide a storm drainage study for the <br /> southeast quadrant of the downtown area—specifically that area bounded by Old Hwy 371 on the east, <br /> East Woodman Street on the south, Government Drive on the west, and Main Street(CSAH 11) on the <br /> north. <br /> Storm drainage needs to be looked at from a larger drainage area basis, not on a smaller block-by-block <br /> basis. This Study will provide the City with a plan on how storm drainage facilities should be incorporated <br /> into any future roadway improvement plans. <br /> Based on the above Study limits, we will provide the following services: <br /> 1. We will use Crow Wing County GIS website contours, or other existing City contour/elevation <br /> information that is readily available to construct a base map of the area. <br /> 2. We will identify'low points'/discharge points (we will call them infiltration basins)and their <br /> corresponding drainage areas. <br /> 3. We will not conduct soil borings or other soil/permeability investigations. Based on the generally sandy <br /> soils in the area, we believe these basins will infiltrate with proper periodic maintenance. <br /> 4. We will perform a very preliminary runoff volume calculation for each of these drainage areas based on <br /> a 10-year, 24-hour return frequency storm (since this is a commercial area). <br /> 5. We will determine the approximate size needed for each of these infiltration basins. <br /> 6. We will preliminarily review overflow locations and routes from each of these infiltration basins when <br /> larger storms occur. <br /> 7. We will work with City staff on these possible infiltration basin locations as to the likelihood that those <br /> property parcels could be obtained by the City. <br /> 8. Based on the above task, we will go back to adjust infiltration basin locations and sizes as needed. <br /> 9. We will lay out a preliminary storm drainage collection system for this area's streets, with the system(s) <br /> discharges being to the identified likely infiltration basin locations. <br /> 10. We will prepare a preliminary probable construction cost—remember, there is no final design so this <br /> cost is preliminary—for these system(s). We will include a placeholder cost for infiltration basin land <br /> acquisition with the understanding that this cost can vary greatly based on market factors, timing, and <br /> negotiations. We will include contingencies and engineering (administrative and legal) estimated costs <br /> as well. <br /> 11.We will include an Introduction, the drainage area map, a storm drainage collection system(s) map, and <br /> an estimated cost spreadsheet in a Report for the City. <br /> WSN proposes to perform these above tasks for a lump sum amount of$8,900. <br /> Engineering Architecture Surveying En viron mental <br />
