City Of
.
Pequott
Lakes—
AGENDA ITEM #11.1
REPORT TO
CITY COUNCIL
Date: September 6, 2011
Subject: Economic Development Commission —
Discussion on Water and Sewer Policies and Ordinances
Report: The EDC has been working with the City's
`- Engineer to get a better understanding of the City's method
of charging for water and sewer services and connections.
The impetus for this study began a few months ago when
the EDC was considering incentives to encourage
development in the City. The possibility of discounting or
forgiving WAC /SAC fees had been discussed as a possible
economic development incentive. At that time the EDC had
questions about the City's WAC /SAC policy and use of
WAC /SAC funds. Upon discovering that the City did not
have a WAC /SAC policy or ordinance, the EDC did not
feel comfortable suggesting using WAC /SAC fees as
economic development incentives without knowing the
purpose or use of those funds. At that point the EDC
requested more information on the City's water and sewer
" rates, usage, and capacity.
