City Council Minutes <br /> March 7, 2017 <br /> Page 5 of 8 <br /> MAYOR ADAMS MOVED TO AUTHORIZE CHIEF KLANG TO ATTEND <br /> THE FBI NATIONAL ACADEMY FROM OCTOBER THROUGH <br /> DECEMBER 2017 WITH AN ADJUSTMENT TO HIS SALARY <br /> SUBTRACTING THE INCREASED COSTS OF AN INTERIM PAY <br /> INCREASE FOR SERGEANT TURCOTTE AND ADDITIONAL SHIFTS <br /> FROM PART-TIME POLICE OFFICERS. COUNCIL MEMBER <br /> SWANSON SECONDED THE MOTION. MOTION FAILED 2-2. <br /> COUNCIL MEMBERS LOUKOTA AND PEDERSON OPPOSED. <br /> Council Member Pederson stated the FBI Academy training should fit <br /> within the parameters of Police Department's operating budget for 2017. <br /> COUNCIL MEMBER LOUKOTA MOVED TO AUTHORIZE CHIEF <br /> KLANG TO ATTEND THE FBI NATIONAL ACADEMY FROM OCTOBER <br /> THROUGH DECEMBER 2017, APPOINT SERGEANT TURCOTTE AS <br /> ACTING CHIEF WITH AN HOURLY PAY INCREASE TO STEP 6 OF <br /> THE POLICE CHIEF POSITION, AND ALLOW THE POLICE <br /> DEPARTMENT TO WORK THIS TRAINING INTO THEIR 2017 BUDGET. <br /> COUNCIL MEMBER PEDERSON SECONDED THE MOTION. MOTION <br /> CARRIED 3-1. MAYOR ADAMS OPPOSED. <br /> 9. Public Works <br /> 9.1. Water Supply Plan <br /> Dawn Bittner explained that in December the Council gave preliminary <br /> approval of the Local Water Supply Plan and the Minnesota DNR has now <br /> also approved our Plan. <br /> COUNCIL MEMBER LOUKOTA MOVED TO ADOPT THE LOCAL <br /> WATER SUPPLY PLAN. COUNCIL MEMBER SWANSON SECONDED <br /> THE MOTION. MOTION CARRIED 4-0. <br /> 9.2. Skateboard Park Concept and Grants <br /> MAYOR ADAMS MOVED TO SUPPORT THE SKATEBOARD PARK <br /> CONCEPT AND FUNDRAISING EFFORTS OF THE SKATEBOARD <br /> PARK SUBCOMMITTEE. COUNCIL MEMBER LOUKOTA SECONDED <br /> THE MOTION. MOTION CARRIED 4-0. <br /> Mayor Adams reviewed a map of the City Hall property with the Council as <br /> a potential location for the skateboard park. She noted that the <br /> Subcommittee is also considering the southwest portion of Trailside Park. <br />
