COUNCIL <br /> MEMBER SWANSON SECONDED THE MOTION. MOTION CARRIED <br /> 4-0. <br /> 9.3.A. Maintenance Facility—Alternative Snow Removal Options Analysis <br /> Nancy Malecha informed the Council that the Alternative Snow Removal <br /> Options Committee met in mid-February and discussed options and <br /> addressed questions relating to current and future equipment needs, snow <br /> removal time and costs, and City plowing areas. The Committee agreed <br /> to update the Council on the Public Works Department's current snow <br /> removal equipment list, the plan for loading snow in the downtown area, <br /> and financing options for a new facility. <br /> Ms. Malecha reviewed financial options with the Council that consist of <br /> issuing a 20 year capital improvement bond versus utilizing road tumback <br /> funds as potential funding sources. <br /> Council discussion ensued regarding funding options, protection for future <br /> paybacks, restrictions of turnback funds, consideration of the growth <br /> mechanism when determining levy and tax rate information, and project <br /> priorities. <br /> The consensus of Council agreed to proceed to the next step of the <br /> Maintenance Facility Project which is the schematic design phase. <br /> 9.3.B. Maintenance Facility— Proposal for Schematic Design Services <br /> Tim Houle explained Widseth Smith Nolting's (WSN) schematic design <br /> services proposal which includes a preliminary site plan, floor plan, <br /> exterior building elevations, and estimated construction costs. <br /> COUNCIL MEMBER LOUKOTA MOVED TO APPROVE THE <br /> SCHEMATIC DESIGN SERVICES PROPOSAL FOR THE NEW <br /> MAINTENANCE FACILITY FROM WIDSETH SMITH NOLTING IN THE <br />
