City Council Minutes <br />September 6, 2011 <br />Page 9 <br />10. Public Works Department <br />Water/Wastewater report received by Council. <br />11.1 Discussion on Water and Sewer Policies and Ordinances <br />The City Engineer informed the Council that the EDC has been in the <br />process of studying the City's method of charging for WAC /SAC services. <br />The EDC is seeking Council direction on its efforts to further study and <br />possibly implement a WAC /SAC policy and ordinance. Council Member <br />Ryan stated that the City has a policy that addresses these issues. <br />Council Member Ryan stated that he would be open to attending a <br />meeting with the EDC to discuss these issues. <br />12. City Clerk's Report <br />Report received by Council. <br />12.1. Heartland Cable Commission Franchise Fee Payment <br />1�1.1 <br />The Clerk noted that the City has recently received a check from <br />Heartland Cable Commission in the amount of $5,944. In the past the <br />Council has designated these contributions as capital outlay carryover and <br />has specified that it be used for broadcasting the Council meetings. It was <br />the consensus of the Council to discuss this at the October Meeting. <br />12.2. Consider Amendment to Capital Asset Policy <br />The Clerk noted that Staff is proposing an amendment to the capital asset <br />policy that would allow the City to sell vehicles and surplus equipment <br />through an on -line auction service. The current policy limits the City to <br />using the State of Minnesota's public auction site. <br />COUNCIL MEMBER SJOBLAD MOVED TO ADOPT THE CAPITAL <br />ASSET POLICY. COUNCIL MEMBER AKERSON SECONDED THE <br />MOTION. <br />Council Member Ryan questioned whether the Council authorizes the sale <br />of assets. The Clerk stated that the policy does not require Council <br />authorization; however, there is reference to this in the City's ordinance for <br />certain surplus items over a certain amount of money. <br />
