RESOLUTION 11 -16 ACCEPTING CONTRIBUTIONS AND /OR <br />GRANTS FROM JULY 22, 2011, THROUGH AUGUST 25, 2011 <br />3.6. ISSUE REFUND TO J.M. OIL IN THE AMOUNT OF $581.78 FOR <br />A UTILITY BILLING ERROR. <br />COUNCIL MEMBER SJOBLAD SECONDED THE MOTION. MOTION <br />CARRIED 5 -0. <br />3.1. August 2, 2011, And August 9, 2011, City Council Minutes <br />Council Member Akerson questioned why the minutes did not reflect that <br />the motion pertaining to the Ordinance Amendment for the Industrial Park <br />Subdivision Ordinance failed. City Attorney Paul Sandelin stated that a <br />simple majority was enough to pass the ordinance amendment. He noted <br />that the minutes should reflect that the motion carried. Council Member <br />Ryan stated his concern that the minutes do not accurately reflect that the <br />Council was informed that a 4 /5th vote was required to pass the motion. <br />3.2. Payment Of Bills <br />Council Member Akerson questioned some of the bills on the check <br />register. Staff responded to the questions. <br />Council Member Akerson requested that payment of bills not be done at <br />special Council meetings. Council Member Ryan stated that he agrees <br />and feels that this is a disservice to the public as they are not given the <br />opportunity to review the bills. He also stated that he likes being able to <br />review the financials along with the bills. <br />COUNCIL MEMBER RYAN MOVED THAT BILLS ARE PAID AT <br />REGULAR MEETINGS RATHER THAN AT SPECIAL MEETINGS. <br />COUNCIL MEMBER AKERSON SECONDED THE MOTION. MOTION <br />FAILED 2 -3. COUNCIL MEMBERS MALECHA AND SJOBLAD AND <br />MAYOR ADAMS VOTED AGAINST THE MOTION. <br />COUNCIL MEMBER SJOBLAD MOVED TO APPROVE THE <br />FOLLOWING CONSENT AGENDA ITEMS: <br />3.1. AUGUST 2, 2011, AND AUGUST 9, 2011, CITY COUNCIL MINUTES <br />3.2. PAYMENT OF BILLS <br />COUNCIL MEMBER AKERSON SECONDED THE MOTION. MOTION <br />CARRIED 5 -0. <br />
