Council Member Loukota questioned if North Sluetter Road is listed on the <br /> City's capital improvement plan for improvements. <br /> Mr. Loven noted that this Road is listed on the capital improvement plan <br /> beyond 2025. <br /> Mayor Adams questioned if the City could consider this Road a rustic road <br /> and assess the property owners along the City's portion of the Road if they <br /> submit a petition request. <br /> Nancy Malecha informed the Council that Maury Graham inquired about the <br /> special assessment procedure and petition process this past summer and <br /> was given all the information and forms pertaining to this. At this time, the <br /> City has not received any further information from Mr. Graham on a petition <br /> for improvements to North Sluetter Road. <br /> The Council directed Nancy Malecha to notify Russ Powell on the <br /> maintenance schedule and services currently in place for North Sluetter <br /> Road. <br /> 9.6. Trailside Park Traffic Study <br /> Tim Houle explained to the Council the potential need for a traffic study in <br /> 2017 and 2018 to assist the Council in making informed decisions on any <br /> potential street adjustments due to the Trailside Park master planning <br /> concepts. Mr. Houle noted the proposal presented does not utilize tube <br /> counters but rather video cameras. <br /> Council discussion ensued as to when traffic studies should occur and the <br /> pros and cons of conducting the studies. <br /> Mr. Houle explained the reason to gather data in 2017 would be to create a <br /> baseline for the Council to utilize in making decisions that are dependent on <br /> how the traffic patterns have changed. He noted that if the Council only <br /> wants to know what the new traffic patterns are when the Highway 371 <br /> alternate alignment is officially open, then the 2017 study would not be <br /> warranted. Mr. Houle further noted that if there are plans to close a road, <br /> the City should have information on where that traffic will go to avoid an <br /> unintentional issue. <br /> COUNCIL MEMBER LOUKOTA MOVED TO AUTHORIZE WIDSETH <br /> SMITH NOLTING TO CONDUCT 2017 AND 2018 TRAFFIC STUDIES AND <br /> ANALYSIS AT A COST NOT TO EXCEED $6,000 FOR EACH YEAR. <br /> MOTION FAILED DUE TO LACK OF A SECOND. <br /> February 16, 2017 Staff Report Page 3 <br />
