County State Aid Highway 11 Corridor Study RFP
SAP 018 - 611 -025
July 6, 2011
related to their width and current vertical /horizontal alignments. It is believed that correcting these
deficiencies will likely prevent it from becoming an economically feasible option; however the
challenges have never been officially quantified. In 2010, the Pequot Lakes City Council granted MnDOT
municipal consent for the TH 371 bypass alternative. The creation of a TH 371 connection on the west
end of Ackerson Road has created a renewed interest by the County to evaluate a combined
improvement of Ackerson Road and Buschmann Road as parallel corridor to CSAH 11.
3.0 PROJECT DESCRIPTION
The selected consultant will be required to provide engineering services related assessing the current
and future traffic conditions, land use and pedestrian use on the CSAH 11 corridor. The selected
consultant will identify present and future areas of concern and develop a range of potential solutions
to address these areas. The consultant will be required to actively engage the local units of government
and the general public throughout the entire process.
The desired result of this study is a final report that will serve as a future guide to Crow Wing County,
Breezy Point, Pequot Lakes and the School District. This will assist in decision making as the changes to
TH 371 occur, traffic demand on the CSAH 11 corridor increases, and the adjacent land develops.
4.0 BACKGROUND INFORMATION AND REFERENCES
Electronic information provided via County ftp site - ftp://136.234.7.11/GIS
• GIS information (Aerial photos, contours, national wetland inventory)
References via MnDOT TH 371 project website - http: / /www. dot .state.mn.us /d3 /projects /hwy371/
• Original Draft and Final Environmental Impact Statement (EIS)
• Draft Supplemental EIS and Final Supplemental EIS
• Other TH 371 project related information
References via City Websites
• Pequot Lakes Comprehensive Plan and Zoning Maps - http: / /www.peguotlakes- mn.eov/
• Breezy Point Comprehensive Plan and Zoning Maps - http : / /www.cityofbreezypointmn.us/
5.0 SCOPE OF SERVICES SUMMARY
• Phase 1— Information gathering, defining potential areas of concern and preliminary reporting
• Phase 2 — Alternative development, public involvement and final reporting
• Phase 3 — Alternate Work Tasks
6.0 SCHEDULE
The schedule for the services described in this document will be formalized during the development of
the project contract.
