Ali
Request for Review of Assessed Value
by Raymond J. Smith
3941 County Road 17,Pequot Lakes,MN
Parcel ID: 290102404B00889
1. I am here to request a review of the assessed value of my property located at 3941 County Road 17,Pequot
lakes Minnesota. This year the estimated market value of my property doubled from $351,900 to $704,700 and
the limited market value increased 85% from $311,200 to$577,100. Some of this increase was due to the fact
that I built a new house on the property during the year.
2. I purchased the property 29 years ago. It was a mom and pop resort that was no longer commercially viable.
It had a house and four cabins. At that time it was understood that the cabins were a detriment to the value of
the property because no buyer would want to maintain them. At that time the purchase price that was paid for
the property was in the middle of property prices on the lake. Over the years the taxable value of the property
relative to other properties has steadily increased to the point that it is now unfair. The estimated market value
of the property according to the Notice of Valuation and Classification exceeds the highest price that has ever
been paid for any property on Sibley Lake by approximately$250.000
3. I talked to Mr. Olson of the county assessor's office about the assessed value. I have no complaint with the
'rocess that he used to determine the value of the property. He used a sum of the parts method to determine a
1/4`.---value. That approach works for the vast majority of properties since they have the same characteristics. Most
have a house, a garage and a driveway. My property is an unusual size and shape and has an assortment of very
old buildings some of which are unusable. There appears to be no way to determine a value based on
comparable properties because there are no comparable properties left on the local lakes. In my case, the total
value of the property is worth much less than the sum of the parts.
4. While I was talking to Mr. Olson I mentioned the other problem that I have which is the fact that I live
directly across the road from a property that is in a continuous state of dilapidation and disrepair. I share this
problem with my neighbors Mr. Popehn and Mr. Swanson. We essentially share a common driveway facing our
neighbor. Each year when I have arrived in Pequot lakes for the summer, one of my neighbors would tell me
that the problem property was going to be cleaned up. Each year it has been modestly better or worse than the
preceding year. You might think that when I turn into my driveway the problem disappears. That is not the case.
A few years back I woke up to find chickens and turkeys in my yard. They had come from my neighbor. When
it was suggested that our neighbor needed to control his birds his response was that if the birds came into our
yards we could just shoot them. This is unacceptable. Our neighbor always has one or two Rottweiler or
Doberman type dogs chained to trees in his yard. Every so often they get loose. Mr. Swanson has been bitten. I
have had to face the dogs down in my driveway on several occasions. 1 have two grandchildren ages 3 and 6.
Having these dogs on my property seriously disrupts the use of my property and it's value.
5. In summary,my property is located next to a seriously dilapidated property and is valued at a price which is a
quarter of a million dollars higher than the highest selling price of any property ever sold on Sibley Lake. I
believe the estimated market value and taxable market value should be $520,000. This would increase the
K...assessed value by the amount of the new improvements and give me some relief relating to the problem with
my location. I thank the board for considering my request.
