Pequot Lakes -Hwy 371 North
October 7, 2005
3. The project has gone through the Final Environmental Impact Statement (EIS)phases.
4. This item mentioned discussions on how funding availability can impact schedule as well
as the number and limits of construction phases.
The latest—yet ever changing- schedule of the key project tasks remaining is given below:
• Complete Final Layout/Obtain Municipal Approval: 2005
• Begin Right-of-Way Acquisition: 2008/2009
• Prepare Final Design Plans: 2009/2010
• Start First Stage of Construction: 2011
The City needs to keep working through the various issues with MnDOT for two main
reasons:
a. So the City knows what its costs are estimated to be.
b. So the project is ready when the funding is available(there have been past instances
where the State Legislature provides"money" dumps to fund transportation projects).
5. MnDOT will present a Final Layout for City approval in accordance with the Municipal
-- Consent Law (MN Statutes Chapter 161.164).
Can the City give a conditional municipal consent with conditions on areas that are still in
discussion/not yet in full agreement with MnDOT?
6. MnDOT has a policy on what they will pay for and what the City has to pay for. All of this
will need to be worked out in a cost participation Agreement between the City and MnDOT
after both the State and the City approve the Final Layout.
The City will need to work with a financial consultant on bond sales to cover their costs.
WSN has prepared a preliminary list of estimated City costs, which will need to be
continually updated as the process moves forward and decisions are made, changed, and
updated.
7. The chance of the "around the edge of town"option being reconsidered was brought up
early in the Committee process. MnDOT said that this basically is not an option anymore.
8. MnDOT said they would work with the City on identifying locations for and using, as
much as they can, the trees the former Township planted.
9. Service road completion before highway construction and access interruption is a strong
City request to enhance safety, access, and circulation during construction. MnDOT will
CAMy Documents\City Clerk\HIGHWAY 371\Meetings\102505 List of Issues for City MnDOT mtg-memo.doc
