AGENDA ITEM #11 .5. <br /> REPORT TO <br /> CITY COUNCIL <br /> Date: September 6, 2005 <br /> Subject: HAVA (Help America Vote Act). <br /> Report: The Help America Vote Act provides that in <br /> federal and state elections held after December 31, 2005, <br /> the voting method used in each polling place must include <br /> A voting system that is accessible for individuals with <br /> disabilities in a manner that provides the same opportunity <br /> for access and participation, including privacy and <br /> independence, as for other voters. Each polling place must <br /> have a voting machine that allows disabled voters to vote in <br /> privacy by the September 2006 election. This is both a <br /> federal and state mandate which is funded by the federal <br /> government in the amount of $29,000,000. To receive these <br /> funds the County must work with all cities, townships, and <br /> school districts to develop a working plan to outline the <br /> procurement, operation and maintenance of the equipment. <br /> For the last several months I have been involved in a <br /> committee which was put together by the County Auditor's <br /> Office to work on this working plan.
