Box 361 <br /> Re: Planning and Zoning Administrator's Report <br /> Dear Mayor and City Council, <br /> The Planning and Zoning Commission held their regular monthly meeting in <br /> December and are forwarding you three public-hearing recommendations. <br /> 1. Request for Conditional Use Permit for a Church in the Commercial Zone. <br /> Pequot Lakes Baptist Church, applicant. The Baptist Church has been located <br /> at its current location for the past 14 years. In September, the Planning <br /> Commission recommended a rezoning of the land from Industrial to Forestry(the <br /> City Council later approved a rezoning from Industrial to Commercial partially at <br /> the request of the Church). The rezoning was done in part to facilitate an <br /> expansion project the church was seeking to undertake. The expansion requires a <br /> conditional use permit. <br /> The Planning Commission unanimously recommends that you approve the <br /> Conditional Use Permit. The recommendation is made based on the following <br /> findings of fact: <br /> 1. The property is located just south of the Industrial Park. It is bordered on <br /> all sides by public right-of-way. There are two proposed accesses off of <br /> County Road 112. <br /> 2. Neighboring land uses are industrial and commercial, which the proposed <br /> use is compatible with. <br /> 3. The church has been in this location for 14 years. The industrial park has <br /> developed adjacent to it over the last ten years. <br /> 4. The proposed use is consistent with the intent ofthe Commercial zoning <br /> 'district containing traffic patterns and peak usage patterns consistent with <br /> commercial property. <br /> 5. The proposal is consistent with the objectives of the Ordinance, which <br /> provides for churches to be placed in the Commercial zone. <br /> 6. Water demand and wastewater treatment is proposed to be handled on- <br /> site. As such, the expansion will not create additional strain on municipal <br /> facilities. <br /> 7. The applicants have submitted a site design for a sewage treatment system, <br /> which is adequate to handle projected flows. <br /> 8. The proposed use is not within the shoreland zone and is not visible from <br /> public water,but is located within view of the Paul Bunyan Trail. <br /> 9. The site is relatively flat. There are no significant alterations of the <br /> landscape planned or required with this development. <br />
