Animal Control Officer may take up and impound any dog found running <br /> at large within the City of Pequot Lakes. If the animal is wearing a <br /> tag for the current license year, then the Animal Control Officer <br /> shall mail notice of impoundment to the owner, within twenty-four (24) <br /> hours of said impoundment , the notice to be sent to the owner at the <br /> address given to the City Clerk' s office at the time the tag is <br /> obtained. A dog so impounded shall be held by the pound master for a <br /> minimum of seven ( 7 ) days, and may be reclaimed by its owner within <br /> that time by payment to the pound master of the time impounding fees , <br /> to be set by the City Council by resolution annually. <br /> Section 7. Licensing; Procedure: Fees. <br /> Subdivision 1 . License required. No dog, six (6) months of age <br /> or older , may be kept within the City of Pequot Lakes unless a license <br /> therefore shall first be secured. Licenses shall be issued by the <br /> City Clerk , upon payment by the applicant of the fees fixed by, the <br /> City Council . An applicant for a license for neutered dogs shall sign <br /> an affidavit indicating the dog has been neutered and giving the date <br /> of the operation. In all instances, an applicant must furnish a <br /> certificate from a veterinarian to the effect that the applicant 's dog <br /> has been vaccinated for rabies as provided in Section 13, Subdivision <br /> 3 . <br /> Subdivision 2 . Fees . The owner of a dog shall pay a license fee <br /> to the City on or before the first day of January in each year, or <br /> within thirty (30) days of acquiring ownership or possession of any <br /> unlicensed dog. Licenses fees shall be set by the City Council by <br /> resolution annually, and shall be for the following designation ; <br /> Neutered male dog, spayed female dog , unneutered male dog , unspayed <br /> female dog. <br /> Subdivision 3 . Receipt and Tags . Upon the payment of the license <br /> fee , the City Clerk shall deliver a receipt to the person who pays the <br /> fees , and retain a duplicate of the license. The City Clerk shall <br /> procure a sufficient number of suitable tags, the shape of which shall <br /> be different for each license year, and shall deliver one tag to the <br /> person paying the license fee. <br /> Subdivision 4. Affixing Tags. The owner shall cause the tag to <br /> be affixed by a permanent fastening to the collar of the dog so <br /> licensed in such a manner that the tag may be easily seen by the <br /> officers of the City of Pequot Lakes. Any dog within the City not <br /> wearing a tag for the current license year shall be deemed to be <br /> unlicensed. <br /> Subdivision 5 . Impounding Unlicensed Dogs. The Animal Control <br /> Officer shall mail written notice to the owner of any unlicensed dog. <br /> Such notice shall be mailed to the location where the dog is being <br /> harbored or kept , if known, and to the address designated by the owner <br /> on the license application. An owner shall license any unlicensed dog <br /> within thirty (30) days after said notice is mailed. <br /> Subdivision 6. Duplicate Tags. In case any dog 's tag is lost , a <br /> duplicate may be issued by the City Clerk upon the presentation of a <br /> receipt showing the payment of the license fee for the current year, <br /> and after payment by the applicant of a fee, to be set by the City <br /> Council by resolution annually, for issuance of a duplicate license . <br /> Subdivision 7 . Adoption of Fees. All fees for the licensing, <br /> impounding, and maintenance of dogs , including penalties for late <br /> application , may be fixed and determined by the City Council , adopted <br /> by resolution and uniformly enforced . Such fees may from time to time <br /> be amended by the City Council by resolution . A copy of the <br /> resolution setting forth currently effective fees shall be kept on <br /> file in the office of the City Clerk and shall be open to inspection <br /> during regular business hours. <br />
