Animal Control Officer may take up and impound any dog found running at large within the City of Pequot Lakes. If the animal is wearing a tag for the current license year, then the Animal Control Officer shall mail notice of impoundment to the owner, within twenty-four (24) hours of said impoundment , the notice to be sent to the owner at the address given to the City Clerk' s office at the time the tag is obtained. A dog so impounded shall be held by the pound master for a minimum of seven ( 7 ) days, and may be reclaimed by its owner within that time by payment to the pound master of the time impounding fees , to be set by the City Council by resolution annually. Section 7. Licensing; Procedure: Fees. Subdivision 1 . License required. No dog, six (6) months of age or older , may be kept within the City of Pequot Lakes unless a license therefore shall first be secured. Licenses shall be issued by the City Clerk , upon payment by the applicant of the fees fixed by, the City Council . An applicant for a license for neutered dogs shall sign an affidavit indicating the dog has been neutered and giving the date of the operation. In all instances, an applicant must furnish a certificate from a veterinarian to the effect that the applicant 's dog has been vaccinated for rabies as provided in Section 13, Subdivision 3 . Subdivision 2 . Fees . The owner of a dog shall pay a license fee to the City on or before the first day of January in each year, or within thirty (30) days of acquiring ownership or possession of any unlicensed dog. Licenses fees shall be set by the City Council by resolution annually, and shall be for the following designation ; Neutered male dog, spayed female dog , unneutered male dog , unspayed female dog. Subdivision 3 . Receipt and Tags . Upon the payment of the license fee , the City Clerk shall deliver a receipt to the person who pays the fees , and retain a duplicate of the license. The City Clerk shall procure a sufficient number of suitable tags, the shape of which shall be different for each license year, and shall deliver one tag to the person paying the license fee. Subdivision 4. Affixing Tags. The owner shall cause the tag to be affixed by a permanent fastening to the collar of the dog so licensed in such a manner that the tag may be easily seen by the officers of the City of Pequot Lakes. Any dog within the City not wearing a tag for the current license year shall be deemed to be unlicensed. Subdivision 5 . Impounding Unlicensed Dogs. The Animal Control Officer shall mail written notice to the owner of any unlicensed dog. Such notice shall be mailed to the location where the dog is being harbored or kept , if known, and to the address designated by the owner on the license application. An owner shall license any unlicensed dog within thirty (30) days after said notice is mailed. Subdivision 6. Duplicate Tags. In case any dog 's tag is lost , a duplicate may be issued by the City Clerk upon the presentation of a receipt showing the payment of the license fee for the current year, and after payment by the applicant of a fee, to be set by the City Council by resolution annually, for issuance of a duplicate license . Subdivision 7 . Adoption of Fees. All fees for the licensing, impounding, and maintenance of dogs , including penalties for late application , may be fixed and determined by the City Council , adopted by resolution and uniformly enforced . Such fees may from time to time be amended by the City Council by resolution . A copy of the resolution setting forth currently effective fees shall be kept on file in the office of the City Clerk and shall be open to inspection during regular business hours.
