Numchucks shall mean any device constructed of two (2)
<br /> cylindrical objects joined together on one end by a chain, rope, thong or other such
<br /> material.
<br /> Park zone shall mean an area within the City of Pequot Lakes
<br /> that has been designated as a public park.
<br /> Public building means any building, together with the immediate
<br /> grounds upon which it is located, owned or occupied by a public or governmental entity,
<br /> including, but not limited to, the City of Pequot Lakes, County of Crow Wing, State of
<br /> Minnesota and the federal government.
<br /> Public event means an activity that is sponsored by a
<br /> governmental entity, or an activity for which a permit is issued by the city, including, but
<br /> not limited to, block parties, neighborhood festivals, parades or dances.
<br /> Secured container shall mean a fastened case having no mechanical
<br /> features designed for immediate weapons removal or use. A secured container may
<br /> mean a weapon case, such a leather, fiber, canvas or plastic, secured with a zipper,
<br /> clasp or buckle.
<br /> Shurikens shall mean any metal device that has the shape of a
<br /> multiple-pointed star, each point being sharpened and primarily designed to be thrown.
<br /> School Zone shall mean any property owned, leased or controlled
<br /> by a school district or an organization operating a nonpublic school as defined in
<br /> Minnesota Statutes, Section 123.92, subdivision 3, where an elementary, middle,
<br /> secondary school, secondary vocational center or other school providing educational
<br /> services in grade 1 through grade 12 is located, or used for educational purposes, or
<br /> where extracurricular or co curricular activities are regularly provided, and the area
<br /> within a school bus when that bus is being used to transport one (1) or more
<br /> elementary or secondary school students.
<br /> Weapon means any weapon or knife covered by this
<br /> ordinance.
<br /> Section 2: Exemptions
<br /> This article shall not apply to police officers or other authorized personnel
<br /> when using firearms or other weapons in the regular course of performing their duties.
<br /> This article shall not apply to a licensed firearms dealer testing a weapon
<br /> in a controlled situation, such as a "snail" or other appliance designed to accept the
<br /> discharge of a firearm.
<br /> Section 3: Discharge of Firearms, including Air or Gas Propelled Guns, Possession
<br /> or Detonation of Explosives, Fireworks, Etc.
<br /> It shall be unlawful for any person to shoot or discharge any gun, revolver, pistol
<br /> or firearms of any kind or description, including BB guns, pellet and air guns, spring
<br /> guns, or air or gas propelled guns, including CO2 guns within the city, whether the
<br /> same be loaded with power and ball, live ammunition or blank cartridges or any kind of
<br /> explosive or propellant capable of throwing or projecting any missile, including bullets,
<br /> pellets, BB's, artillery shells, rockets or other missiles.
