SECTION 5- Application <br /> In addition to Section 4, this application will include intended use and estimated <br /> volume thereof for purposes of regulating water consumption. A copy of this ordinance <br /> and rate structure will be provided upon request. No person except a plumber duly <br /> approved by the water department will be permitted to tap into the city water supply and <br /> then under the supervision of the superintendent. Any municipal connection fees will be <br /> due at this time. <br /> SECTION 6-Rates, Fees and Billing <br /> No water will be supplied to any customer without receipt of a meter deposit as set <br /> by the City Council. This deposit is refundable upon termination of contract with the city <br /> and after inspection assures all equipment left in acceptable condition. <br /> The City Council shall adopt by Resolution a schedule of water rates, fees and meter <br /> deposits. Said Resolution shall be published once in the official newspaper of the city. The <br /> city may make an annual revision of said schedule based upon annual reports together with <br /> a working budget to determine any needs for changes in this schedule. <br /> SECTION 7 - Billing <br /> All bills for water service furnished and supplied by the city shall be payable <br /> monthly, by the 25th of the month. Meter readings will be taken and billings sent to <br /> customers on or about the first day of each month. <br /> SECTION 8- Shut Off for Non-Payment Utility Bill <br /> Subdivision 1. The City shall endeavor to collect delinquent utilities accounts <br /> promptly. Partial payment on water/sewer accounts will be accepted at any time during the <br /> billing cycle. In the event that full payment cannot be made by the due date, arrangements <br /> for a payment schedule can be made through the City Clerk's office. In any case where <br /> satisfactory arrangements for payment has not been made, the city may, after the <br /> procedural requirements of Section 8, Subdivision 2 have been complied with, order the <br /> appropriate city department to disconnect the utility service to the delinquent customer. <br /> When water service to any premises has been disconnected, service shall not be restored <br /> except upon the payment of all delinquent amounts, plus a reconnection charge, and the <br /> meter deposit if it had been consumed for past amount due. The city shall not be liable for <br /> any damage to persons or property caused in whole or part by the discontinuance of water <br /> service. <br /> Subdivision 2. Procedure for Disconnection: After giving the customer proper <br /> notice of an outstanding balance, the customer will be given a notice of disconnection. If <br /> payment is not made on a timely basis, the Water Superintendent may request that the <br /> customer's service be shut off, and subject to a disconnection and reconnection fee. <br /> The customer can request a hearing before the City Council at their next regularly <br /> scheduled meeting (the first Tuesday of each month). In the event that the City Council <br /> rules that the charges have been excessive , the Council may direct a credit to be applied <br /> to the customer's account. <br /> 2 <br />
