Updated job descriptions for all city employees will become a priority and should be on file by <br /> Spring of 2003. <br /> In order to facilitate future growth and development, it is recommended that the one person <br /> should have the responsibility for researching and applying for grant monies that can be applied <br /> to city projects. <br /> It is recommended that the city create a new commission for long range planning. This will be a <br /> paid position of an amount to be determined by the council. <br /> PURCHASING: <br /> Department heads, with their city council liaison may approve expenditures of up to $1,000 <br /> without council approval, assuming it is within their budget and receipts are turned into the city <br /> clerk's office. All expenditures exceeding $1,000 must be approved by the city council. <br /> In order to provide for unexpected or major purchases, it is recommended that money should be <br /> set aside as capital outlay for the purchase of major equipment expenses, i.e., cars, trucks, etc. <br /> TRANSITION COMMITTEE: <br /> In accordance with the JOINT RESOLUTION FOR ORDERLY ANNEXATION, Section 6g-the <br /> Transition will remain in existence for a period of one year from the date of the annexation. <br /> _ The motion for the adoption of the foregoing resolution was duly seconded by Council member <br /> J. Thompson, and upon a vote being taken theron, the following voted in favor thereof: <br /> G. Welu, J. Thompson, J.
