Region Fl
DEVELOPMENT COMMISSION
403 Prairie Avenue NE, Suite 100 • Staples, MN 55479-2224
Phone: (218) 894-3233 • www.regionfive.org
Fax: (218) 894-1328
April 22, 2008
City of Pequot Lakes
5638 CR 11
Pequot Lakes,MN 56472
Re: County Hazard Mitigation Planning Resolutions
Dear Pequot Lakes City Council:
The Crow Wing County Board of Commissioners approved the preparation of a hazard mitigation plan on
February 12,2008 to ensure the County's compliance with Hazard Mitigation Grant Program(HMGP)
requirements set forth in the Disaster Mitigation Act of 2000. Over the next two years, the County will be
working with the Region Five Development Commission, cities and townships in all stages of the process
to ensure a thorough assessment of potential hazard related risks and resource assessments within the
County.
Hazard mitigation planning can break the cycle of disaster-repair-disaster in a community and prepare it
for a more sustainable future. This is accomplished by developing and putting into place long-term
strategies that reduce or alleviate losses of life, injuries and property resulting from natural or human
caused hazards. These long-term strategies will consolidate a range of community resources including
planning, policies, programs and other activities that can lessen the impacts of disasters on the community
and avert the duplication of planning efforts within the County. Mitigation planning efforts will both
protect people and structures and minimize the costs of disaster response and recovery. Mitigation is the
cornerstone for emergency management and serves as a method for decreasing demand on scarce and
valuable disaster response resources.
The support of hazard mitigation planning by your city will be vital to this process in meeting Federal
Emergency Management Agency Hazard Mitigation Grant Program requirements of multi jurisdictional
participation. Upon adoption of the enclosed resolution please mail one copy using the prepaid envelope
at your earliest convenience, and retain one copy for your records. If you should have questions
regarding hazard mitigation planning within the County, please contact Chris Etzler with the Region Five
Development Commission at(218) 894-3233 or Crow Wing County Emergency Management Director,
John Bowen at(218) 824-1044. Your participation is appreciated.
Sincerely,
Q.)\--X" CIL
Chris Etzler
Transportation Planning/Hazard Mitigation Director
Enclosure
Cc: John Bowen, Emergency Management Director
Jim McClosky, Mitigation Planner, Homeland Security and Emergency Management
Serving Local Communities in Cass,Crow Wing,Morrison,Todd and Wadena Counties.
