City of <br /> PEQUOT <br /> LAKES MEMO <br /> TO: Pequot Lakes Park Board <br /> FROM: Dawn Bittner, Zoning Administrator <br /> DATE: January 2, 2007 <br /> RE: Park Dedication for Final Plat of Nordenstua on Sibley <br /> (Formerly Tall Timbers) <br /> At an upcoming Planning Commission meeting,the Planning Commission will be <br /> reviewing the Final Plat application for Nordenstua on Sibley, formerly Tall Timbers. <br /> The Ordinance requires that all new subdivisions dedicate land to the public for the <br /> �-- public use as parks, recreational facilities, playgrounds, trails, wetlands, or open space. <br /> In lieu of land dedication for these purposes, a fee may be required if suitable lands are <br /> not contained within the property to be subdivided. <br /> The Park Board's role is to review proposed subdivisions and to determine whether any <br /> land contained in that subdivision would be appropriate for a land dedication. If the Park <br /> Board finds that there is not any such land, then the Park Board may recommend that the <br /> fee be paid instead. The fee is not to exceed ten percent (10%) of the fair market value of <br /> the land prior to subdivision as determined by the Crow Wing County Assessor at the <br /> time of Final Plat approval. <br /> Nordenstua on Sibley is located on the northern shore of Sibley Lake and is <br /> approximately 15.34 acres in size. The property currently is being used seasonally for <br /> RV and tent camping. The proposed development would convert the use to year-round <br /> residential use and include the creation of 15 lots. There are two existing houses that <br /> would remain with the development, resulting in space for 13 new residential structures. <br /> The applicant is proposing to include a walking trail that leads from the north of the <br /> property by CSAH 17 to the southwestern corner of the property. The proposed 2007 <br /> estimated market value of the land only is $559,000 in total. The estimated market value <br /> of the land only was $249,000 in March, 2006. <br /> The Park Board reviewed the Preliminary Plat March 9, 2006. The applicant, Scott <br /> Pederson, was present. He explained that his proposed walking trail could connect the <br />
