City of <br /> PEQUOT <br /> LAKES MEMO <br /> TO: Pequot Lakes Park Board <br /> FROM: Dawn Bittner, Zoning Administrator <br /> DATE: October 6, 2006 <br /> RE: Park Dedication for Final Plat of Buschmann Addition <br /> At an upcoming Planning Commission meeting,the Planning Commission will be <br /> reviewing the Final Plat application for Buschmann Addition. The Ordinance requires <br /> that all new subdivisions dedicate land to the public for the public use as parks, <br /> recreational facilities,playgrounds,trails, wetlands, or open space. In lieu of land <br /> �.. dedication for these purposes, a fee may be required if suitable lands are not contained <br /> within the property to be subdivided. <br /> The Park Board's role is to review proposed subdivisions and to determine whether any <br /> land contained in that subdivision would be appropriate for a land dedication. If the Park <br /> Board finds that there is not any such land, then the Park Board may recommend that the <br /> fee be paid instead. The fee is not to exceed ten percent (10%) of the fair market value of <br /> the land prior to subdivision as determined by the Crow Wing County Assessor at the <br /> time of Final Plat approval. <br /> The Buschmann Addition is proposing to create 3 residential lots totaling 28,165 square <br /> feet. The property is located at 30949 South Oak Street. The applicant is not proposing <br /> dedicating any land for park use. The estimated market value of the land is <br /> approximately $30,500. <br /> The applicant for this subdivision is the Housing and Redevelopment Authority. As <br /> stated in our Comprehensive Plan, part of the HRA future service plan focuses on <br /> replacing some of the old, substandard homes located within the urban area of the City. <br /> The HRA removed a very old home that blighted this neighborhood. The estimated <br /> market value of the home was $20,900. This home has been removed and their plan is to <br /> build 3 residential homes in its place. <br /> It is my recommendation that the Park Board waive any Park Dedication Fee for this <br /> subdivision. The Housing and Redevelopment Authority is a non-profit entity that will <br /> build affordable housing that will enhance this neighborhood. <br />
