PARK& OPEN SPACE LAND ACQUISITION POLICY-DRAFT <br /> The City of Pequot Lakes recognizes the importance of resource protection and recreation uses <br /> available to residents. On public land, areas listed as habitat for rare or endangered plant and animal <br /> species, and other areas considered to be highly fragile, any recreational use or development will be <br /> designed to avoid adverse impacts on these area and to preserve their ecological integrity. <br /> The City of Pequot Lakes will encourage compatible site development that provides for multiple use <br /> and multi-seasonal use, but recognizes that single-use facilities may also be appropriate in some <br /> areas. <br /> The City of Pequot Lakes will provide development that is accessible to all segments of the <br /> population, including the aged and the disabled where feasible and appropriate. <br /> The City of Pequot Lakes will provide parks that are accessible through multiple modes of <br /> transportation, including walking,biking, and automobile. <br /> The City of Pequot Lakes may provide facilities and open space that will accommodate the <br /> following types of outdoor recreation where appropriate: swimming, picnicking, boating, fishing, <br /> camping, hiking,biking, cross-country skiing, interpretation of resources, sightseeing, scenic driving, <br /> unstructured open field activities, and specialized recreation facilities. Other recreation activities not <br /> listed here may also be accommodated where deemed appropriate. <br /> To determine whether to acquire tax forfeit properties for sale and park dedication lands, the City of <br /> Pequot Lakes will select lands that: <br /> 1. Protect and preserve significant local resources, such as: <br /> o Groundwater recharge areas and natural hydrological systems. <br /> o Forests. <br /> o Wetlands. <br /> o Unique biological,geological, historical, and archaeological sites. <br /> o Lands containing unique or endangered species of plants or animals. <br /> o Wildlife habitat. <br /> o Educationally valuable features. <br /> o Sites of exceptional aesthetic quality. <br /> 2. Provide relief from a predominantly urban environment. <br /> 3. Are sufficient in size to preserve, protect, and enhance any existing resources. <br /> 4. Protect significant resources that would otherwise be negatively affected by development of <br /> negligence. <br /> 5. Are oriented towards particular resources, such as lakes, rivers, or other natural features that <br /> have recreational value. <br /> 6. Are sufficient in size, or allow for the expansion of existing areas, to allow the user to <br /> experience the resource while engaging in compatible recreation without degrading the <br /> resource or the visitor experience. <br /> 7. Provide complementary recreation to that provided by other recreation providers in the area, <br /> such as any State Parks in the area, the Paul Bunyan Trail, the Historic Fire Tower, and <br /> other recreational resources in the area. <br /> 8. Provide public recreation opportunities in areas where there are otherwise no nearby <br /> opportunities for local residents. <br /> 9. Are identified as recreational resources in the City of Pequot Lakes Comprehensive Plan. <br /> 10.
