COMMUNITY GROWTH <br /> I N S T I T U T E <br /> MEMORANDUM <br /> To: City of Pequot Lakes Park Board <br /> From: Lisa Barajas, City Planner <br /> Date: January 31, 2006 <br /> Re: Tax Forfeit Lands and the County Land Sale <br /> Every year, Crow Wing County reviews the list of tax forfeit properties and classifies those <br /> properties that they wish to place for sale as "Non-Conservation." Before the County can proceed <br /> with the sale of these "non-conservation" properties, the City must first approve or deny the <br /> classification change and intended sale. <br /> If the City responds within 60 days and does not support the sale of these properties, the properties <br /> will then be withheld from sale for six (6) months in order to give the City time to consider acquiring <br /> those properties. If the City fails to submit an application to acquire those properties within the six- <br /> month period, then the County may offer the property for sale. <br /> There are four properties that the County has designated as "non-conservation" in Pequot Lakes, <br /> and they include Lots 16 through 19, Block 17, Pequot Shady Shores. The four properties are on <br /> Hubbard Street near South Oak Street(see attached map). <br /> At the previous Planning Commission meeting, the Planning Commission reviewed these properties <br /> and is recommending that the City not approve the lots for sale and not approve the classification as <br /> "non-conservation". The Planning Commission is also recommending that the Park Board make <br /> recommendation to the Council on whether to acquire these particular properties. <br /> To determine whether to acquire tax forfeit properties, both these and future properties, the Park <br /> Board should develop policies for acquisition. Factors to consider in determining whether to acquire <br /> a property include: <br /> • Proximity to other area parks — are public parks and recreation areas available to <br /> residents in the immediate area or do residents have to travel to reach recreational <br /> resources? <br /> • Conformity with the Comprehensive Plan — is the property in question identified as in <br /> the Plan as a recreational resource? <br /> • Accessibility — is the property easy to get to and likely to be used for recreational <br /> resources? <br /> • Expansion—does the property provide opportunity to expand an existing park? <br /> • Variety — does the property provide recreational opportunities that currently are not <br /> available in the City or in the neighborhood? <br /> 7084 Baxter Drive, Suite 7 <br /> Baxter, MN 56425 <br /> (218) 828-3064 <br /> www communitygrowth.corn <br />
