P A COMMUNITY GROWTH <br /> I N ST I T U T E <br /> MEMORANDUM <br /> To: City of Pequot Lakes Park Board <br /> From: Lisa Barajas, City Planner <br /> Date: February 28, 2006 <br /> Re: Park Dedication for New Subdivisions <br /> There are two preliminary plats that the Planning Commission is beginning to review: RV Resort <br /> Village at the Preserve and Tall Timbers. The Ordinance requires that all new subdivisions dedicate <br /> land to the public for the public use as parks, recreational facilities, playgrounds, trails, wetlands, or <br /> open space. In lieu of land dedication for these purposes may be required if suitable lands are not <br /> contained within the property to be subdivided. <br /> The Park Board's role is to review proposed subdivisions and to determine whether any land <br /> contained in that subdivision would be appropriate for a land dedication. If the Park Board finds that <br /> there is not any such land, then the Park Board recommends that the fee be paid instead. The fee is <br /> not to exceed ten percent(10%) of the fair market value of the land prior to subdivision as <br /> determined by the Crow Wing County Assessor at the time of Final Plat approval. <br /> The RV Resort Village is proposing to create 157 lots on a 54.24-acre property. The property is <br /> located just to the south of the downtown are with State Highway 371 bordering on the east and <br /> Hurtig Road bordering on the west. The estimated market value of the land is currently set at <br /> $339,000. <br /> The Tall Timbers plat is located on the northern shore of Sibley Lake and is approximately 15.34 <br /> acres in size. The property currently is being used seasonally for RV and tent camping. The proposed <br /> development would convert the use to year-round residential use and include the creation of 15 lots. <br /> There are two existing houses that would remain with the development, resulting in space for 13 <br /> new residential structures. The applicant is proposing to include a walking trail that leads from the <br /> north of the property by CSAH 17 to the southwestern corner of the property.
