I <br /> •� F. RESPONSIBILITIES: <br /> The owner who signs the application is a permittee and is responsible for compliance - <br /> with all terms and conditions of this permit. The operator/general contractor who signs <br /> - the application is a permittee for Part II.B, Part II.C, and Part IV of Permit MN R100001 <br /> and is jointly responsible with the owner for compliance with those portions of the <br /> permit. <br /> The SWPPP,all changes to it,and inspections and maintenance records must be kept at <br /> the site during construction by the permittee who has operation control of that P ortion of <br /> the site. <br /> The Permittee must ensure final stabilization of the site. Final stabilization includes the <br /> following: <br /> i_ <br /> • All soil disturbing activities have been completed and soils are stabilized with a <br /> g P <br /> uniform perennial vegetative cover with a density of 70% over the entire pervious <br /> surface area or other equivalent means necessary to prevent soil failure, and <br /> • All drainage ditches constructed to drain water from the site after completion of <br /> construction are stabilized to preclude erosion, and <br /> • All temporary synthetic and structural erosion prevention and sediment control BMPs <br /> (such as silt fence) are removed, and <br /> • For residential construction, see Permit MN R100001 Part IV.G.2. <br /> The permittee must submit a Notice of Termination (NOT) within 30 days after final <br /> stabilization. The SWPPP and all related documents must be kept on file for a period of <br /> three years after submittal of the Notice of Termination(NOT). <br /> II. DESCRIPTION OF TEMPORARY EROSION PREVENTION AND SEDIMENT <br /> CONTROL BEST MANAGEMENT PRACTICES <br /> A. TEMPORARY EROSION PREVENTION PRACTICES <br /> .
