MINUTES <br /> �-- PEQUOT LAKES PLANNING AND ZONING COMMISSION <br /> SPECIAL MEETING <br /> NOVEMBER 18, 2004 <br /> PRESENT: Bill Habein, Dean Williams, Karl Moon, Mark Hallan, John Derksen, and <br /> Tom Adams. ABSENT: Marty Nelson and Tommy Woog. <br /> COUNCIL LIAISONS: Mary Pfeiffer. <br /> CITY PLANNER: Charles Marohn, PE. <br /> ZONING ADMINISTRATOR: Dawn Bittner. <br /> The special work session was called to order by Karl Moon, Co-Chair, at 5:30 p.m. This <br /> work session is to discuss the format and general content of the proposed new Land Use <br /> and Subdivision Ordinances and review Section IV, General Provisions and Section VII, <br /> Performance Standards. <br /> The next special work session will be held December 9, 2004 at 6:30 p.m. at City Hall. <br /> Staff will contact PLADO and the Chamber to set up meetings with them in January. <br /> The proposed timeline listed December, but that should be a busy time for the Chamber <br /> and PLADO. <br /> Section IV Discussion: <br /> There was quite a bit of discussion regarding what actually needs to go to the Council for <br /> approval. At the Comprehensive Plan meetings, it was suggested that the application <br /> process be streamlined for CUP's, Variances, and Subdivisions. Staff will prepare a list <br /> of what should be approved by Council and what could be approved at Commission <br /> level. <br /> It was suggested that 4-1 (5 a—c)be moved to the Administration section. <br /> 4.4 (1) Same as old ordinance. <br /> (2) Same as old ordinance. 1995 date of original ordinance adoption. <br /> (3)New. <br /> (4) Dwellings. Refers to areas outside shorelands, also. <br /> (8) Remove "including boathouses and sheds". <br /> 4.5 (4) Manufacturers license installers. Refers to new ones. <br /> (5) Should not require a public hearing, although Commission Review is <br /> warranted, not just Staff. Refers to used ones. <br /> (9) Make into 4.6 Other Standards.
