- Where are the sales units going to go? Your site plan shows a building, but no <br /> area for parking of sale units or customer parking. <br /> - Your proposed lot coverage is 32.7%, but this does not include any area for <br /> parking of sales units or customer parking. The maximum lot coverage <br /> allowed in the Commercial zone is 50%. What is your lot coverage once <br /> parking is included? <br /> - How do you intend to handle stormwater from parking areas? <br /> - What landscaping do you propose for this property in conjunction with the <br /> improvements? The auto facility next door is required to maintain a minimal <br /> level of screening, which the Planning Commission would like recommend <br /> for your similar use. <br /> - It appears from the site plan that your site is not serviced by municipal sewer <br /> but that on-site treatment is used. How is this treatment system sized and is <br /> that sizing adequate for your increased use? <br /> - You do not indicate any additional signage will be needed. Is this the case? If <br /> you intend to put up new signs, where will they be located and what size will <br /> they be? <br /> As of the preparation of this report, we have not received answers to these questions. As <br /> such, we offer the following findings of fact for you to consider: <br /> 1. The property is located near downtown Pequot Lakes with direct access to <br /> Pillsbury Street. Pillsbury Street intersects Highway 371 on the east side of the <br /> property. An additional access is proposed along Brunes Street. <br /> 2. The current site is used for a car wash. <br /> 3. The proposed automobile sales and details use is consistent with the objectives of <br /> the Ordinance, which provides for automotive sales and repair facilities as a <br /> conditional use in the commercial zone. <br /> 4. The neighboring parcels are also used for commercial uses. The north side of the <br /> property is an auto sales center, the south side is vacant, the west side is the City <br /> water tower and the east side is the highway. <br /> 5. The existing impervious surface coverage is 28.5%. The proposed impervious <br /> surface coverage is 32.7%, but the proposed number does not include area used <br /> for parking or for sales units. It is unclear what the final percentage of impervious <br /> coverage would be. <br /> 6. There is no landscaping proposed as part of this permit. It is clear that the <br /> character of the existing lot will change with the proposed additional uses, but it is <br /> not clear whether or not that change would be compatible with surrounding uses. <br /> 7. The expanded uses are not expected to significantly increase traffic or customer <br /> parking needs. The expanded use will significantly increase parking needs for <br /> sales unit, but that amount is currently unclear. <br /> 8. Water is provided to the site by the City. There does not appear to be a significant <br /> increase in the demand for water service due to this project. <br /> 9. Sanitary sewage treatment is handled on-site. It is unclear what the sizing of this <br /> system is, how the parking for sales units will affect the operation of this system, <br /> September 2004 Staff Report Page 5 <br />
