Staff Findings: Based on the application and information provided, the Staff provides <br /> the following findings: <br /> 1. The property is properly zoned for Forest Preservation. <br /> 2. The land is suitable without significant alteration for development of permitted <br /> uses in this zone. Tree removal will be necessary should the applicant wish to <br /> construct any residences. <br /> 3. Tracts B, C, and D are entirely covered with trees,while the majority of Tract A <br /> is covered with trees. Tracts A, B, and C also have steep slopes averaging <br /> approximately 15% in the eastern portions of the lots. These physical constraints <br /> would limit the location of any structures, but would not prevent the lots from <br /> being developed with permitted uses in this zone. <br /> 4. All lots conform to the minimum lot size of 10 acres. <br /> 5. All lots conform to the minimum lot width of 300 feet. <br /> 6. All lots contain adequate space to construct a dwelling within the building <br /> envelope. <br /> 7. Each lot has more than the required 33 feet of access to public right of way. <br /> 8. The lot layouts are compatible with the existing layout of adjoining properties. <br /> 9. Should the applicant choose to develop these tracts for residential purposes, <br /> adequate space for individual sewage treatment systems exists on each lot. <br /> Planning Commission Direction: The Planning Commission can develop findings to <br /> recommend approval of the metes and bounds subdivision, it can develop findings to <br /> recommend denial of the metes and bounds subdivision, or it can table the subdivision <br /> request to gather additional information or provide the applicant time to modify the <br /> proposal. <br /> Staff Recommendation: Based on the findings of fact in this report, the Staff <br /> recommends that the metes and bounds subdivision be approved with consideration given <br /> to the following conditions: <br /> 1. The applicant or subsequent owner(s) shall not remove more than 25% of the <br /> trees standing twenty feet in height or more or more than 50% of those trees in <br /> i Timber Screening Areas on each property as outlined in Division 110 Timber <br /> Cutting Standards in the Ordinance. <br /> The applicant should also note that a park dedication fee will be required as part of the <br /> metes and bounds subdivision approval process. <br /> 1. <br /> L <br /> I <br /> August 2004 Staff Report Page 6 <br />
