SEP-05-2001 WED 03:27 P11 WSN BAXTER FAX NO, 218 829 2517 P. 01/02
WIDSETH --
SMITH FAX
JOLTING^ 2000 industrial Park Rd.South P,O. Box 2720 Baxter,MN 56425
Phone:218-828.5117 Fax:218-828-2517
Date: September 5, 2001 WSN File #: 130/3017
To Terry Nichols, MnDOT, 828-2210
From: Tim Houle #of pages, including cover sheet: 2
NO Ilard Copy To Follow
Subject: T.H. 371 Service Road Study—Sibley Township and City of Pequot Lakes
Terry, this is in regards to the above proposed project.
As you know, the Township and City have been cooperating to try and plan for the elimination
of accesses onto T.H. 371 from just south of the CR 107/CR 168 intersection north about 2 miles
to the CSA.TI I I intersection.
As part of this elimination of the accesses directly onto T.H. 371,the City and Township have
been reviewing the construction and use of service roads for access to the affected properties.
It is our understanding that under current MnDOT Cooperative Construction Agreement
guidelines, MnDOT would see a benefit to the Trunk Highway system due to such a project (or
projects) and thus would contribute towards the cost of such project(s),
I Iowever, it is also our understanding that current MnDOT Cooperative Construction Agreement
guidelines indicate that since the local governmental units initiated the project, they would be
responsible for R/W costs. This has been somewhat oFa hurdle, especially for the Township.
The other requirement in this process has been to agree to an access management plan for
intersections along this stretch of T.H. 371, Our feedback from the Township is that they concur
with the concept for their stretch. however,we do know the City was concerned about the
proposed layout and MnDOT's comments, especially at the Oasis corner (West Lake Street).
You asked if the Township and City would have a project `ready' that they wanted to be included
on the Iist of possible projects for next year.
While I have not talked to either entity's P&Z groups in a while (they have each been busy on
several local issues), my impression is that they both are still interested on continuing a
discussion with MnDOT on such improvements.
Ilowever, at this time,we do not have a specific defined project ready for submission to MnDOT
for next year.
11:1JO131130POLAK10171CORR\MnDOT-040501-City&Town;.hip stilt interested in Cooperative Agreement-ftx.doe
