10. Fire department news:

a. The SCBA project is done and seems to be operating well
b. The physical fitness and air mask fit tests have been completed
c. Scott Warner will be resigning from the department and moving
d. The 800 megahertz radio project for the County is at about the same state as it was
at our last meeting. We know that there will be a new radio communications tower
built just north of Pequot Lakes. This will really improve our communications. The
County has planned to start replacing radios during the third quarter this year. The
financial plan is still the 80/20, which simply means the County will pay 80 % and
each location will pay 20 % of the cost. We will have to finance any training and
installation costs. The new radio program does not allow us to be paged, which is a
drawback. Completion of the radio project will take a long time due to so many
emergency response groups within the County.
11. Review of annual fire report for 2009, questions and answers
12. Fire budget for 2011 review
13. Byron Township has expressed interest in contracting with us for fire protection starting
in May. They are located in Cass County next to Poplar Township. The department has
checked mileage to other departments which could contract with them. Byron should
contract with a department that is closest to them that can provide the type of service they
want. They need to be aware that we bill for fire calls which helps keep our contract costs
lower. Our Officers have discussed their request at length. The City has projected an
estimated contract fee if they were to contract with us. Motion to accept or deny contract.
14. Fire department Officers have been reviewing fire contracts and billing procedures. Their
plans include:
A. Establishing a minimum fire contract rate, such as $2200.00 or more per
year.
B. Use all fire calls, not just structure calls, when using the Kopp formula to
calculate fire contract rates. This past year only 6 out of 56 was used in
the process.
C. Monitor fire call billing rates to do our best to provide good service at the
lowest cost we can offer. This will help keep contract fees reasonable.
14.
