November 10, 2003 <br /> Mr. and Mrs. Olgerts Vijums <br /> 6566 France Avenue South <br /> Edina, MN 55435 <br /> Re: Cullen Lake Property <br /> Failing Sewage Treatment System <br /> Dear Mr. and Mrs. Vijums, <br /> Earlier this year we contacted you about the report we received from the Cullen Lake <br /> Association indicating that your sewage treatment system was failing. The inspector for <br /> the lake association had actually not been able to find your tank or disposal field, and the <br /> assumption by us was that you did not have a compliant system. <br /> At the time, you and I spoke on the phone and you indicated that you felt your system <br /> was not failing. You stated that we needed to prove to you that it was, and the inspection <br /> we had did not do that. <br /> This past week we were able to get a team together to find and uncover your system. We <br /> were able to verify that it is indeed failing. The system you have is a cesspool—a tank <br /> with no bottom and no disposal field. It will need to be replaced to comply with state and <br /> local environmental and pollution control laws. <br /> We are willing to work with you on a timetable for replacement so long as it is <br /> reasonable. We would anticipate that you could have a design in place and a permit <br /> applied for by June 1, 2004 and that a new system could be installed by July 1, 2004. <br /> Please contact us with your timetable for making these required improvements. <br /> If you need a list of area designers that could assist you, feel free to contact Dawn Bittner <br /> in the zoning office at 218-568-6699.
