STAFF REPORT <br /> Application: Request for Conditional Use Permit to construct an auto body repair shop <br /> in the Light Industrial zone. <br /> Applicant: Jon Nornberg <br /> Background Information: Mr. Nornberg proposes to construct an auto body repair shop <br /> on one parcel in the Pequot Lakes Industrial Park, which is currently zoned Light <br /> Industrial (LI). Damaged vehicles will be screened and worked on in an enclosed steel <br /> building. Mr. Nornberg has submitted a conceptual drawing showing the proposed <br /> building, fenced storage area, and vegetative screening from the Paul Bunyan Trail to the <br /> north and east. <br /> Applicable Statutes: Section 63.030 of the Ordinance indicates that "Automotive <br /> Repair" is allowed by Conditional Use Permit in the LI zone. <br /> To approve a Conditional Use Permit,the Planning Commission must consider the <br /> following items: <br /> 1. The maintenance of the public health, safety and welfare. <br /> 2. The location of the site with respect to existing and proposed access roads. <br /> 3. Its compatibility with adjacent land uses. <br /> t 4. Its compatibility with the intent of the zoning district in which such use is <br /> proposed. <br /> 5. Its compatibility with the objectives of the current Ordinance and its <br /> consistency with the current comprehensive land use plan. <br /> Further, the Ordinance directs that the Commission evaluate the effects of the proposed <br /> use on: <br /> 1. The prevention and control of water pollution, including sedimentation and <br /> nutrient loading. <br /> 2. Existing topography and drainage features and vegetative cover on the site. <br /> 3. The erosion potential of the site based upon the degree and direction of slope, <br /> soil type, and existing vegetative cover. <br /> 4. The need for the proposed use for a shoreland location. <br /> 5. The amount of liquid waste to be generated and the adequacy of the proposed <br /> sewage treatment system. <br /> 6. The visibility of structures and other facilities as viewed from public waters. <br /> 7. Adequacy of the site for water supply and on-site sewage treatment systems. <br /> 8. The types, uses, and numbers of watercraft that the project will generate in <br /> relation to the suitability of public waters to safely accommodate these <br /> watercraft. <br /> Staff Findings: We offer the following findings of fact for you to consider: <br /> 1.
