SACCOMAN THAT THE RESOLUTION STATING THAT THE LIME GREENERY PROJECT CONFORMS TO THE GENERAL PALNS FOR DEVELOPMENT AND REDEVELOPMENT OF THE CITY BE APPROVED. MOTION CARRIED UNANIMOUSLY. Ms. Havercamp offered her time to discuss Tax Increment Financing with the Planning Commission in the future. The entire Commission felt this would be an asset and will plan on having her speak at a regular meeting. APPLICATION FOR CHANGE IN ZONING— 100 TOWER SQUARE The parcel is presently zoned Public Use, to be reclassified and rezoned Exempt Commercial. F. Martinson called for a Public Hearing for Tuesday, October 19, 1999 at 6:30 p.m. JAMES CASPER— 1998 BUILDING PERMIT Mr. Casper was issued a building permit on 5/14/98. This permit was approved and paid for. The work was postponed until further notice. Mr. Casper will begin work the week of 10/4/99 and the permit will be renewed. T. Saccoman voiced concern regarding payment, if Mr. Casper discussed this issue when the work stopped and the charge for the permit. J. Thompson stated that this permit was issued when the City had a building inspector and how the cost would be considerably less now. T. Saccoman was concerned about not having a building inspector and no state building code. She asked who would be responsible for inspecting construction. There was discussion regarding Jeff Melberg, his job performance and if a new building inspector will be hired. J. Thompson suggested there be spot checks instead of inspecting every building. There was also concern regarding sewer inspections and J. Thompson stated payment should not be made until the inspection is complete. F. Martinson added that this is not the decision of the board.
