PEQUOT LAKES PLANNING &ZONING COMMISSION MEETING, TUES., NOV. 20, 2001 <br /> The Pequot Lakes Planning &Zoning Commission meeting was called to order by D.Trenkenschuh at 6:30 p.m. <br /> on Tuesday, November 20,2001. Chairman T.Woog had previously informed the Commission that he would <br /> be delayed. <br /> Roll Call: Present were D. Trenkenschuh,J. Derksen,J. Dotty. Late: T.Woog. <br /> Also in attendance were members of the Sibley Township Planning Commission and Township Board members <br /> M. Pfeiffer and D. Sjoblad. <br /> UPDATE ON OLD CITY DUMP <br /> City Clerk M. Peisch gave a summary of action taken by the City in recent years to clean up the area formerly <br /> used as the city dump located on North Front Street. The City owns only half of the actual dump grounds,with <br /> the other half owned by Charles Rathcke. When asked if the City employees could cross his property in an <br /> effort to remove some of the more visible discarded items, Mr. Rathcke refused to give them permission. <br /> D.Trenkenschuh voiced concern that toxins from the dump area could be leeching through the ground water <br /> into Sibley Lake. C. Malecha reported that MN Pollution Control Agency had done soil tests at the dump site, <br /> and found no toxins to be present. The Clerk was instructed to contact the Sibley Lake Association to see if <br /> water testing had been done in the wetland area between the dump and the lake. <br /> REPORT ON RUSH BAY <br /> LOT#1: <br /> Owner L. Greden has erected a fence on the property line between Lot#1 and#2. Most of the fence is a split <br /> rail style, but nearest the lake the fence is a solid white picket type. The owner has been informed that the <br /> fence violates the ordinance in height and the solid portion must be reduced to 30 inches. He has agreed to <br /> comply. <br /> LOT#2: <br /> Owner T. Kellogg and Patty Plourde have contracted with Langenbau excavating for fill to be put down in the <br /> front(lakeside) of their lot. R. Langenbau stated that they requested an area of 40'X 100'X 12"deep. P. <br /> Ploude explained to the city clerk that they wanted to fill in what used to be a road that went down the hill, and <br /> they also wanted to put enough dirt and sod on the shore so that it would not be"spongy". Plourde did submit a <br /> diagram, however the Zoning Commission saw it to be incomplete. <br /> M. Hallin from Sibley Township reminded the Commission that this is not a good time of the year to put down <br /> any type of fill since it would most likely shift and erode during the spring thaw. <br /> LOT#3: <br /> Owner Tim Tweed has done some excavation and filling on the lakeshore. MN Board of Soil &Water <br /> Resources determined that it is in excess of the allowable 400 sq.ft. Keith Pohl and Jim Chamberlain of that <br /> agency have requested that the excess fill either be removed (and the vegetation restored) or wetland mitigation <br /> would be required. <br /> The City will monitor the restoration. <br /> An onsite of the three properties will be scheduled. <br /> DICK GIBSON STORAGE FACILITY <br /> D. Gibson proposes to purchase the undeveloped area north of the Kinzie Candle/Landecker operations. He <br /> intends to divide it into twenty four(24)6,000 sq. ft. lots. The lots would be sold separately, and the owner <br /> instructed to erect a storage building of their own choice. The covenants would require that the buildings be <br /> within a certain color range, and that all property be stored within the building. <br /> J. Dotty brought up the concern of stormwater runoff. S. Seils of Sibley Township stated that this should be <br /> approached as a P.U.D. since the lots would have to be platted. She also pointed out that the road would have <br /> to be approved for access by the Fire Department. C. Nagel brought up the idea of Sustainability, and <br /> attempted to envision what this property could become in future years. <br /> 1 <br />
