MINUTES <br /> LONG RANGE PLANNING COMMISSION <br /> JULY 17, 2003 <br /> The meeting was called to order by Charles Marohn, Planning and Zoning <br /> Administrator at 7:15 p.m. Members present: Ryan Buell, Bernice Rohde, Tom <br /> Adams, Cheryl Karnowski, and Craig Nagel. General public: Rom Ryan and <br /> Mary Pfeiffer. Planning Commission Members: Bill Habein, Marty Nelson,Cheri <br /> Seils, Karl Moon, Tom Woog, and Mark Hallan. Community Growth Institute: <br /> Beth Elliott and James Lehnhoff. <br /> Mr. Marohn explained that the exercise for this meeting was to imagine that we <br /> are all planners and the City Council has decided that Highway 371 will be a four- <br /> lane highway through town. As planners, we have 5 years to plan for this. What <br /> would the impacts and issues be? <br /> Safety of crossing (pedestrians) <br /> Need elevated walkway or under road walkway <br /> Signalized intersections <br /> Do study of actual foot traffic <br /> Backage roads/access <br /> Infrastructure improvements <br /> Alternative route— including pedestrians and bikes <br /> Encroachment on Trail and Trailside building <br /> Barriers <br /> Need to create a new public place <br /> Noise and visual nuisance <br /> Increase stacking room <br /> Destination factor <br /> Develop viable downtown district <br /> Storm sewer infrastructure improvements <br /> Two downtowns —different zoning <br /> Need Quality shops <br /> Don't allow commercial sprawl <br /> Utility costs. <br /> Next, the City Council has decided that Highway 371 would bypass the town. As <br /> planners, we have 5 years to plan for this. What will the issues and impacts be? <br /> No bypass, an alternate route <br /> Ramps —easy in and out <br /> Leapfrog development—zoning issues <br /> Facilitate relocation <br /> Visibility—signage (zoning) <br /> Corridor into town <br />
