1. Landlords and Tenants—Landlords who are owners of property shall be <br /> responsible for tenants' utility charges. Utility bills will be sent to the Landlord. <br /> The Landlord, as owner of the property, will be responsible for all aspects of the <br /> utility account including setting up the account, requesting to have the water <br /> turned on or off, requesting changes to the account, and responsible for paying the <br /> City for said charges. <br /> Section 15-2.8. SHUT OFF FOR NON-PAYMENT UTILITY BILL <br /> 1. The City shall endeavor to collect delinquent utilities accounts promptly. <br /> Partial payment on water accounts will be accepted at any time during the billing <br /> cycle. In the event that full payment cannot be made by the due date, <br /> arrangements for a payment schedule can be made through the City Clerk's <br /> office. In any case where satisfactory arrangements for payment has not been <br /> made, the city may, after the procedural requirements of this Chapter have been <br /> complied with, order the appropriate city department to disconnect the utility <br /> service to the delinquent customer. When water service to any premises has been <br /> disconnected, service shall not be restored except upon the payment of all <br /> delinquent amounts plus a reconnection charge. The city shall not be liable for <br /> any damage to persons or property caused in whole or part by the discontinuance <br /> of water service. <br /> 2. Disconnect Policy <br /> A. A customer who is two months delinquent on the customer's <br /> account shall receive a disconnect letter with the customer's third <br /> month utility billing statement. The disconnect letter shall state, <br /> among other things,that the entire three months of billings must be <br /> paid by the close of business on the last business day of such third <br /> month. <br /> B. The customer shall have until the close of business on the last <br /> business day of such third month to pay the past due amount plus <br /> the amount due for the third month. <br /> C. If the account is not paid in full by the close of business on the last <br /> business day of such third month, the customer's utility service <br /> shall be disconnected on the second business day of the fourth <br /> month; except disconnections shall not occur on Fridays or <br /> holidays. <br /> D. If a customer receives a disconnection notice and desires to make <br /> payment arrangements, the property owner shall call City Hall to <br /> make such request prior to the disconnection date. A one month <br /> extension may be considered if the account will be paid in full by <br />
