If the answer to the question of reviewing the ratio for possible modification is yes,then <br /> an analysis of the attached 2013 Budget Summary should be undertaken to determine <br /> which expenditures benefit both districts equally and which may significantly benefit <br /> either district in a disproportionate basis. Sewer and Water has its own separate budget <br /> from the tax levy funds and is operated with user fees and special revenue and enterprise <br /> monies. The objective is to insure that the taxation ratio is accurate and reflects the <br /> benefits derived by each district. A change in the ratio may also have a significant effect <br /> on the commercial tax burden. <br /> If the analysis substantiates any potential change, it may be initiated on a phased in basis <br /> to minimize the immediate impact on taxpayers in the rural district. <br /> Respectfully submitted, <br /> Mark Jurchen, Chairman <br /> Pequot Lakes Economic Development Committee <br />
