City of Pequot Lakes <br /> WAC & SAC Assistance <br /> July 20, 2012 <br /> Draft WAC and SAC Ordinances <br /> There are two present Ordinances from Chapter 15 that the City provided us. <br /> One is Article 1. Sewer Use Regulations. The other is Article 2. Water Regulations. <br /> Attached are suggested insert language incorporating SAC and WAC sections. <br /> (WSN's scope did not include reviewing or changing the existing Ordinances, but if <br /> someone wants to review them, we can get you a copy. For example, it was mentioned at <br /> the committee meeting that the Water Regulations Ordinance does not actually say/ <br /> require that people have to hook-up to the water system. There may be a state regulation <br /> that requires this, but this language could be updated in the City's Ordinance at the same <br /> time as adding any WAC language). <br /> Each of these suggested inserts references a Sewer Availability Charge (SAC)Procedure <br /> Manual (present edition January 2012) from the Environmental Services division of the <br /> Metropolitan Council (located in St. Paul). This manual sets the number of Equivalent <br /> Residential Connections, or ERCs. One ERC is synonymous with one WAC or one SAC. <br /> We have not included this entire document herein, but have included from it Appendix A: <br /> SAC Criteria for Commercial Properties which gives the SAC amount for various non- <br /> \-- residential types of establishments. <br /> Changing the Appendix A for"local situations", or adjusting ERCs /SAC/WAC, is a <br /> City-by-City decision. <br /> Please NOTE that this draft language, if acceptable, should definitely be reviewed by the <br /> City Attorney so that it can be properly formatted and included in these two Ordinances. <br /> Are there any comments, questions, or revisions to our two suggested Ordinance inserts? <br /> WAC and SAC amounts <br /> A. How `complex' should the analysis be? <br /> Cities use many financial methods to determine the actual dollar amount for each <br /> WAC unit and each SAC unit. <br /> Our proposal to the City to assist them on this task was based on keeping this <br /> methodology as simple as possible.
