Call Meeting to Order <br /> The meeting was called to order by Chair Larsen at 8:00 a.m. <br /> 2. Approval of Minutes <br /> MOTION BY MARK JURCHEN AND SECOND BY CINDY RIECK TO <br /> APPROVE THE JULY 16,2011,EDC MINUTES. MOTION CARRIED 5- <br /> 0. <br /> 3. Industrial Park Subdivision Ordinance <br /> The City Clerk informed the EDC that the City Council did approve the <br /> Ordinance amendment for the Industrial Park Subdivision Overlay District with a <br /> 3-2 vote. <br /> 4. Presentation by Tim Houle on WAC/SAC and ERC <br /> The EDC noted that the discussions on WAC and SAC began a few months ago <br /> when the EDC was considering incentives to encourage development in the City. <br /> The possibility of discounting or forgiving WAC/SAC fees had been discussed as <br /> a possible economic development incentive. At that time the EDC had questions <br /> about the City's WAC/SAC policy and use of WAC/SAC funds. Upon <br /> discovering that the City did not have a WAC/SAC policy or ordinance,the EDC <br /> did not feel comfortable suggesting using WAC/SAC fees as economic <br /> development incentives without knowing the purpose or use of those funds. At <br /> that point the EDC requested more information on the City's water and sewer <br /> rates, usage, and capacity. <br /> Tim Houle gave a presentation on sewer and water availability charges <br /> (WAC/SAC). He explained that currently the City charges $2,150 for a <br /> connection to water(WAC)and $7,950 for a connection to sewer(SAC). This is <br /> an additional service charge other than the monthly usage charge. This charge is <br />
