Economic Development Commission Minutes
October 18, 2011
Patrick Smith stated that it is the EDC's goal to encourage development and to
consider incentives that will attract development. He suggested a partial waiver of
SAC/WAC fees. Council Member Ryan stated that he would be resistant to using
water and sewer funds for economic development.
Sheila Haverkamp stated that BLADC in conjunction with the Chamber,
Brainerd, and Baxter hired an intern to do comparisons of city fees and charges
with surrounding cities. She indicated that she would share the results when they
are finalized.
Chair Ed Larsen stated that he would like the EDC to look into a tiered system for
WAC/SAC charges. Council Member Ryan indicated that it would be appropriate
for the EDC to look at how water and wastewater costs impacts development.
The EDC felt that is it necessary to develop a tiered WAC/SAC fee schedule.
Once this is accomplished the use of WAC/SAC could possibly be used as an
incentive tool. It was the consensus of the EDC to proceed with establishing a
WAC/SAC policy and to look at ERU's.
4. Lime Greenery
Discussion was held regarding whether or not to continue the tax increment for
TIF District 1-9. It was noted that the District is currently in default. The EDC
discussed the merits of reassigning the TIF District. The EDC felt that it would be
appropriate to reassign the district to a new retail based buyer or a buyer that
produces a minimum of three jobs.
PATRICK SMITH MOVED TO RECOMMEND THAT THE COUNCIL
TAKE NO ACTION AT THIS TIME ON TIF 1-9 UNTIL SUCH TIME
THAT A RETAIL PROJECT OR A COMPANY WHICH WOULD
CREATE AT LEAST 3 JOBS WOULD PURCHASE THE PROPERTY
AND AT WHICH TIME THE COUNCIL SHOULD CONSIDER
REASSIGNING THE TAX INCREMENT TO THE NEW OWNER. CINDY
REICK SECONDED THE MOTION. MOTION CARRIED 4-0.
MARK JURCHEN RECUSED HIMSELF DUE TO HIS ASSOCIATION
WITH LAKES STATE BANK.
5. Other Business
Ruth Ann Hanson, Chamber, stated that the official bobber tower lighting
ceremony is scheduled for November 10`h at 5:45 p.m.
6. Next EDC Meeting
