City Council Minutes <br /> January 4, 2011 <br /> Page 12 of 13 <br /> MOTION. MOTION CARRIED 4-1. COUNCIL MEMBER AKERSON <br /> OPPOSED. <br /> 11.6. Insurance Agent of Record <br /> COUNCIL MEMBER RYAN MOVED TO CONTINUE SERVICES WITH <br /> LAKELAND INSURANCE AS THE CITY'S INSURANCE AGENT OF <br /> RECORD FOR 2011. COUNCIL MEMBER MALECHA SECONDED THE <br /> MOTION. MOTION CARRIED 5-0. <br /> dirt Business Subsidy Plan Review <br /> The Clerk noted that during the past several months the EDC has been <br /> working toward amending the City's existing Business Subsidy Policy. The <br /> proposed policy has been reviewed by the EDC, the Planning <br /> Commission, BLADC, Springsted, and Briggs and Morgan. <br /> She stated that the City must hold a public hearing prior to adopting the <br /> policy. This draft is being presented to the Council for review prior to <br /> calling for a public hearing to adopt the policy. <br /> The Clerk explained that in the proposed policy the JOBZ and the <br /> business subsidy policies have been separated. She further noted that the <br /> subsidy amounts that would apply to the policies have been increased to <br /> $150,000 which is dictated by statute. <br /> COUNCIL MEMBER SJOBLAD MOVED TO CALL A PUBLIC HEARING <br /> ON FEBRUARY 1, 2011, AT 6 P.M. TO HEAR COMMENTS ON THE <br /> BUSINESS SUBSIDY POLICY. COUNCIL MEMBER MALECHA <br /> SECONDED THE MOTION. <br /> 94, Council Member Ryan stated that he would like to see a provision in the <br /> policy that requires all business development agreements to be reviewed <br /> b the Council. <br /> MOTION CARRIED 5-0. <br /> 11.8. Ordinance Amendments Relating to Dogs <br /> The Clerk requested to table this item until the Attorney can review the <br /> administrative fine penalties and incorporate them into the ordinance. <br /> Council Member Ryan questioned the need for the ordinance. He <br /> suggested that the license be valid for three years rather than one year. <br />
