Call Meeting to Order <br /> The meeting was called to order by Vice Chair Jurchen at 8:00 a.m. <br /> 2. Approval of Minutes <br /> CINDY RIECK MOVED TO APPROVE THE 12/21/2010 EDC MINUTES. <br /> TOMMY WOOG SECONDED THE MOTION. MOTION CARRIED 4-0. <br /> 3. Appoint Chair of EDC <br /> TOMMY WOOG MOVED TO APPOINT ED LARSEN AS CHAIR. <br /> CINDY RIECK SECONDED THE MOTION. <br /> TOMMY WOOG WITHDREW HIS MOTION. CINDY RIECK <br /> WITHDREW THE SECOND. <br /> TOMMY WOOG MOVED TO APPOINT ED LARSEN AS CHAIR AND <br /> MARK JURCHEN AS VICE CHAIR. CINDY RIECK SECONDED THE <br /> MOTION. MOTION CARRIED 4-0. <br /> 4. Business Subsidy Policy <br /> The Clerk explained that the Council moved to call a public hearing for the <br /> Business Subsidy Plan. She further noted that Council Member Ryan has <br /> suggested adding a sentence that states the Council will review all Development <br /> Agreements. The EDC concurred that the sentence should be added. <br /> 5. Work Session on Smaller Incentive Program <br /> Sheila Haverkamp began the discussion on the Small Incentive Program.
