Tommy noted that the proposal suggests an <br /> overlay zone be created for the business park. <br /> Sheila Haverkamp questioned if this same process could be used for the downtown area <br /> and residential lots so that the infill development process is common between the <br /> Industrial/Business Park, the downtown, and residential areas. Dawn Bittner explained <br /> that we are focusing on the business park right now. Discussion was held about the <br /> importance of creating an overlay zone for the Industrial/Business Park. It was noted that <br /> the existing lots in the park are too big and that the City is underutilizing the capacity in <br /> the Industrial/Business Park. <br /> MARK JURCHEN MOVED TO SEND THE INDUSTRIAL/BUSINESS PARK <br /> OVERLAY PROPOSAL TO THE PLANNING COMMISSION FOR AN <br /> ORDINANCE REVIEW. TOMMY WOOG SECONDED THE MOTION. <br /> MARK JURCHEN MOVED TO AMEND THE MOTION TO STATE THAT THIS <br /> PROPOSAL HAS THE UNANIMOUS SUPPORT OF THE EDC AND IT IS THE <br /> RECOMMENDATION OF THE EDC TO HAVE THE PLANNING <br /> COMMISSION AND CITY COUNCIL REVIEW AND ADOPT THE PROPOSED <br /> ORDINANCE AMENDMENT. CINDY RIECK SECONDED THE MOTION. <br /> MOTION CARRIED 5-0. <br /> MOTION AS AMENDED CARRIED 5-0. <br /> Tim Houle reminded the EDC that when the infill process begins, the streets will have to <br /> be dug up to access the services and this will add to the process of the subdivisions. <br /> WAC/SAC Policy <br /> The City Clerk explained that the City currently does not have a WAC/SAC policy. She <br /> noted that the EDC has requested the City to consider adopting a policy and to look at <br /> other ways of charging WAC/SAC fees. She explained that currently all users pay the <br /> same fee; i.e. a residential user pays the same as an entire apartment complex or as a <br /> large industrial use such as a car wash. Tim Houle explained that cities use different ways <br /> of paying for replacement needs. He stated that some of the methods used are service <br /> charges, assessments, and water and wastewater hook up charges (WAC/SAC). <br /> Tommy Woog stated that the City needs a WAC/SAC policy and the connection fees <br /> should be different for a commercial user versus a residential user. Discussion was held <br /> about charging by using an Equivalent Residential Unit (ERU). The EDC suggested that <br /> a policy should accomplish the following: <br /> 1)Determine the ERU <br /> 2) Identify a dollar amount per ERU <br />
