MINUTES <br /> ECONOMIC DEVELOPMENT COMMITTEE <br /> JULY 19,2011 <br /> MEMBERS PRESENT: Mark Jurchen, Patrick Smith, Cindy Rieck, Tommy Woog, <br /> and Ed Larsen <br /> ALSO PRESENT: Mayor Adams; Dawn Bittner, Zoning Administrator; Sandy Peine, <br /> City Clerk; and Mike Loven, Public Works Supervisor <br /> 1. Call Meeting to Order <br /> The meeting was called to order by Chair Larsen at 8:00 a.m. <br /> 2. Approval of Minutes <br /> PATRICK SMITH MOVED TO APPROVE THE JUNE 21,2011,EDC <br /> MINUTES. CINDY RIECK SECONDED THE MOTION. MOTION <br /> CARRIED 5-0. <br /> 3. Review Water/Sewer Availability Information <br /> Dawn Bittner provided a map that illustrated lots that were not hooked up to water <br /> and sewer but had water and sewer available. The purpose of the map was to <br /> research how much capacity was available for water and sewer hook ups in the <br /> City. Dawn explained that the City could potentially add 158 residential <br /> connections and 117 commercial connections. <br /> 4. Review WAC/SAC Information <br /> The City Clerk noted that the EDC is looking for a WAC/SAC policy that <br /> determines the ERC (Equivalent Residential Connection) and identifies a dollar <br /> amount per ERC. The EDC also would like the policy to explain how the funds <br /> generated from the connection fees will be used. She explained that an ordinance <br /> amendment will be required to address the ERC. <br /> The Clerk noted that the EDC packets contained information on WAC/SAC <br /> ordinances and policies from the Minnesota Rural Water Association website. She <br /> further noted that the City currently has water and sewer ordinances but neither <br /> addresses the WAC/SAC issue or the ERC. <br /> The EDC had questions regarding the need for WAC and SAC charges and how <br /> ERC's are established. The Clerk stated that if an ordinance is established for <br /> WAC and SAC the existing water and sewer ordinances should be updated at the <br />
