city of not <br /> Pe q AGENDA ITEM #11 .1 Lakes — - <br /> REPORT TO <br /> CITY COUNCIL <br /> Date: September 6, 2011 <br /> Subject: Economic Development Commission — <br /> Discussion on Water and Sewer Policies and Ordinances <br /> Report: The EDC has been working with the City's <br /> Engineer to get a better understanding of the City's method <br /> of charging for water and sewer services and connections. <br /> The impetus for this study began a few months ago when <br /> the EDC was considering incentives to encourage <br /> development in the City. The possibility of discounting or <br /> forgiving WAC/SAC fees had been discussed as a possible <br /> economic development incentive. At that time the EDC had <br /> questions about the City's WAC/SAC policy and use of <br /> WAC/SAC funds. Upon discovering that the City did not <br /> have a WAC/SAC policy or ordinance, the EDC did not <br /> feel comfortable suggesting using WAC/SAC fees as <br /> economic development incentives without knowing the <br /> purpose or use of those funds. At that point the EDC <br /> requested more information on the City's water and sewer <br /> rates, usage, and capacity. <br />
